I had this issue addressed at the last ICU board meeting.
The two issues raised were:
1) the use of buoyancy aids by competitive disciplines
2) the rule stating that U16 could not be a boat by themselves.
1) There are NO exclusions for any canoeing disciplines. ALL canoeists must wear a floatation device when canoeing/kayaking in Ireland. If the discipline committees can draft a carefully worded document stating their case then they may be able to get an addendum added to the law. The ICU would support such an action. As the law stands everyone must wear a floatation device.
2) Rule 4.1 state 'the Owner of a personal watercraft or a fast craft shall take all reasonable steps to ensure that a person who has not attained the age of 16 years does not operate or control that craft'.
In this clause a personal watercraft is defined as a jetski. Canoes and kayaks come under pleasure craft. We therefore fall outside this rule and all U16 are able to paddle as normal.
These clauses were clarified by the ICU solicitor.
