How can I recive ICF Referee status?

How can I recive ICF Referee status?
I`m from Russia and as I think the couple of our referees IMHO are ready to pass a corresponded exam. In my practice i saw number of referee with "international" status, which looks weaker, that our referees.
The problem is Russia is far enogh from West Europe, so we taking a part in couple of tourtiments in East Europe in a year.

There will be referee test World Championships in Amsterdam.

According to the other thread here there will be no referee test in Amsterdam, plus Russia is not qualified, so i doubt these guys would like to fly there just for the course
I would suggest prague or poland or another place in former eastern europe that would be affordable for most of the interested in ICF referee course and test
