What's the best way to make Rough Stuff rodea Tempests legal for polo. I've been told to get seam tape and then put resin over this. Is there a better way or is this the easiest?

I think buying a legal polo paddle is the best way to go.
Rodeo paddles usually have illegal radiuses etc.
AFAIK RuffStuff makes polo versions of the Tempest as well,
if not you can always go for the Mega Eclipse (which is
quite similar and legal).

As a ref, for an on the spot solution, I would accept one layer of pvc electrical tape to increase the thickness. If I didn't think that would do it, then I wouldn't allow them to be used.
If a long term solution, kevlar seem tape is a popular remedy for manufacturers who have inconsistant finish on their edges. This also helps them take a bit more battering.
As mentioned, it's not just about the thickness, but the rad as well.

I've got a Rough Stuff Polo Tempest, and I love it. It is made with a thicker edge but the inner part of the paddle is the same as the original. My paddle passed inspection at World's, and was accidentally put in the Irish team's pile- they had a bunch of Tempest Polos as well.
Try and buy one if you can. I use mine for rivers and polo.
