Non playing referees

I am curious to know if there are countries other than Italy who do not use club athletes or members to officiate national or regional championships.

Their sole occupation being referees and are responsable directly to their own federations.

Not in Portugal. We tried in the early years but ... :eek: it was decided that players should/could referee.
