I am not sure about Latvia, but I do know that Oleg from Lithuania is fanatically trying to round teams in the Baltic states... if you send me an e-mail, I can give his contact details to you. He will certainly be able to assist you if there is canoe polo in Latvia.

Maybe you can try to contact the Latvia Canoe Federation. You find it through Google. I know they played in the past . We played 1991 and later in Riga and they came in the late 90's to our tournament in Tampere. But I don't know about now.
