Situation:
Team A scores a goal, Team B has to start the ball @ half pool point.
Team A's player(s) slowly return back to own half, wasting precious time of the game, giving their goalkeeper more time to return to keeping position.

Team A is unsportsman like.

20secs is wasted throught waiting for Team A's players to slow return.

As a referee, would you

- give Team B advantage to proceed on to attack without Team A's players return to their own half.

- give Green card to all Team A's players for unsportsman-like?

which one would you choose?

wouldn't it be best to call a time-out when you can see what the returning players are doing, saving the time wasting- then issue the players a green card

In the german rules (that are the same as the ICF) there is a passus called.

After every goal there is automaticly a timeout (which the time-keeper has to notate), till the referee starts the game.

Hi guys ,

I have read on this site some of the rule changes that people would like to see.
I think that Clyde " correct me if I am wrong on this please " has written that he would like to see that after a goal is scored the ball should be sent to the center and the game started even if the defending team is not on there side of the pool !!! . This would then stop this time wasting some teams tend to do in tight games or grudge matches .
If this was happening in a game I had to referee then I would be tempted to call time out and threaten a green card to each offending player , upping it to a yellow if it was consistantly done .

When I was playing in New Zealand, particularly in practice sessions, they didn't even have a centre restart for a goal - just a goal line throw as soon as you wanted. This meant that there was no timewasting after goals were scored - you had to be ready to defend straight away.

THE CURRENT RULES ARE THAT THE CLOCK STOPS AFTER A GOAL IS SCORED UNTIL THE WHISTLE FOR THE RESTART IS BLOWN.

If a team is time wasting then a green card is appropriate, and more than one could be a send off

After goal-> time-out and a green card if the do unsporting behavior.
bye, Erik

On the "rules" section you can read it:

after goal:
After a goal has been scored the team who have conceded the goal will take the restart throw. The player taking the throw must be positioned with their kayak in the centre of the playing area. The referee will blow the whistle to restart play. There is no requirement for the player to hold the ball above their head.
All players of both teams must start with their bodies in their own half.

Signal 17 with a green card applies. The following is defined as unsporting behaviour:

Any infringement committed by a player during a break in play.
Hindering another player's attempt at righting themselves after capsizing. A player who is upside down must be allowed to get their head and both shoulders above the water before an opponent is allowed to attempt another tackle.
Interference with the equipment of an opponent. Such as holding or moving another player's paddle out of their reach, or deliberately preventing the player from regaining possession of the paddle.
Use of deliberate delaying tactics. Such as throwing the ball away, or deliberately obstructing the opposition, to delay a quick restart after an infringement.
Players showing dissent.
Retaliation.
Foul or abusive language.
Other unsporting behaviour to a player, referee or other official or behaviour considered detrimental to the game, at the discretion of the referee.
time-out:

The referee shall use a triple whistle to stop the game for time-out.
Time-out must be given if a capsized player or their equipment is interfering with play.
Time-out should be used immediately when game regulations are dangerously breached or if field equipment needs correction or adjustment. (for example: endangering another player due to a broken paddle).
Time-out should be used if any injury has occurred, or a player is illegally on the field, provided this does not disadvantage the other team.
Time-out must be used after a goal is scored, or a goal-penalty-shot is awarded or for any other incidences at the discretion of the referee.
If the referee has stopped the game, not during a break in play and where neither team was at fault (e.g. referee error, faulty goals, injury) the play will be restarted with a free throw to the team that last had possession. Where time-out was given for a capsized player the opposition is given a free throw to restart.
If the referee cannot determine who had possession at the time of the whistle, the referee will restart the game with a referee’ s ball. Signal 8 applies.

Those are the "official" rules. Most tournaments I've been to (especially in swimming pools) with tight time schedules don't have time-outs for goals. In the last few minutes though, especially if the game is tight, I'd think it wise to call a time-out regardless unless strictly instructed by the organisers not to. Even teams that aren't using obvious delaying tactics will come back slower, and losing teams eager to restart will often jump the gun if you don't stop the game in those situations and will be most distressed and angry when you call them back. If you stop the game after a goal the restart will be more orderly and in the end more fair.
