While I love reading pages and pages of canoe polo rules, I was wondering if anyone in the know could spoil my fun and tell us what important changes have been made to the recently released rules for 2005?

As far as I can find there are formating changes, most of the spelling corrections are fixed and there are a couple of word changes/deletions but no changes that effectively alter the playing conditions. I believe the changes to allow for the new entry criteria to Worlds have been added in but haven't checked that myself. There was some talk of boat spec changes and some playing rule changes but I believe they're still being considered.

For 2005 the canoe polo rules have been altered slightly in different areas. These are changes in the General Rules, decisions are taken by the Congress 2004.
The ICF canoe polo committee is considering changes in boat specifications and rules of play. At their meeting in February 2005 proposals will be made. These will come up for discussion before presented to the ICF Board of Directors.
Changed Rules (changes are highlighted)
Chapter 1, article 3.3 added: “The same procedure applies, should the Competitor change back his/her starting right to the Federation of origin.”
Chapter 2 article 31.2; 32.3; chapter 3 article 48.4.1; 48.4.2; 48.14; 50.3; chapter 4 article 11.3; 12.1: Changed the currency from US Dollar in Euro.
Chapter 4 article 1.2: The venues shall have the disposal of a minimum of 4 playing areas. For each playing area a warm-up area with 2 goals must be provided.
Chapter 4 article 1.3: World Championships in Canoe Polo are held in five rounds. The first round takes place at the previous World Championships when the top identified number of places is filled. The second round will be held at the continents in the year prior to the World Championships to decide the remaining Continental places. Round three, the preliminary round, round 4 the intermediate round and round 5 the final round are held in even-number years at a place and time in accordance with the ICF Canoe Polo Rules and the ICF Canoe Polo Committee’s World Championship Manual.

I will have some comment to the qualifying system. Let say Russian team improves year by year. As they havent been in Japan, they did not qualify. As they have just started they probably will not place above Hungary or Belgium(i guess there is only one place remaining for european team for next championship in Holland) in comming European Championship. So they will not be able to go to Holland. Than in Holland, there will be more teams than in Japan(as it will be cheaper for teams to come) and all the places for qualifying to next world will be full and even if Russians improve by than to be in top let say eight European teams, they wont be able to go to next worlds in Canada. I guess there shall be ruled that only top teams qualify from previous worlds and several places should be left for qualifying from continetals. Also what would be the rule if some team that have qualified wont be able to come(for example for money reason). Would be there some substitute taken into championship or there will be less teams playing

Many of the points you mention have been talked about on other threads some time ago when this qualification was first mentioned.
Currently as things stand this is the way it will be unless a lot of federations make a lot of noise to the ICF.
One of the reasons for this qualification process is to limit the number of teams. With four official classes and a very limited time in which to complete the whole event there is a logistical maximum amount of teams.
Japan had four playing areas and the thing which was stretched the most was the refereeing. Already with a world wide shortage of decent referees to even have four playing areas is little short of stupid. If the sport is allowed to grow naturally and new teams such as Russia are entered then I personally think that's better, but currently the ICF say you have to enter your applicable Continental Championships and there you will find your qualification place - if you are up for it.
Of course everyone understands you may miss the qualification place and still posibily be better than half the teams who will attend simply due to geography. Personally I think that's a very bad situation and clearly does not represent the best the world has to offer.

unless ICF pay for the referee expension.. or else i would expect this kind of situation will be continue..
