I need some advice on the best way to attach padding to plastic RX300 polo boats. Prefrably on the cheep.

The problem is that glue does not stick to PE very long so I'd say get a roll of duct-tape in your local DIY shop (sometimes a more specialised hardware store has those big roll that contain 50 meters or something) and use that.
It is quite simple: take a piece and fix the bumper in the middle (tape goes 90 degrees on the bumper). The tape the ends of the bumper (again, tape goes 90 degrees of the bumper). Next, build up overlapping layers from the middle towards the ends. Finally, wrap a couple of layers next to the ends over the end-bits of the pieces that went across the bumper.
I hope this description is clear enough but if you have an example you can probably imagine what I am trying to describe here :D

You dont say if you have bumpers or not but michielv has the cheapest and best solution the evostik and silicone is another option but the best for plastic boats is tape, and it lasts longer. If you dont have padding try clydes polo supplies or dave brown about a fiver a set. Or buy a carry mat and make up padding.

Just a small piece of advise ...
Instead of building layers from the middle to the side, do it the other way around ...
When you hit other kayaks with your front bumper, layers that tend to come loose after a while, will stay stuck on the other boat faster if you have them from the middle to the side ...
Doesn't matter that much though :p

Or be really cheap and use pipe insulation stuff. Not quite as good as proper bumpers but under lots of tape on a plastic boat you can't tell. We used it on our uni boats, been on for a year and still ok.
