This really pisses the goalkeeper! ;)
Example:
I am the GK and there's an opponent next to me. This opponent gots a brilliant idea to make waves, so I move sideways away from the goal because I'm traying to keep my baddle up at the same time...
The opponent doesn't touch me and I still move out of my place!
Is this allowed?

Rule 38.2. If the goalkeeper is not in possession of the ball and is moved or unbalanced by contact from an opposing player, then that player has committed an illegal tackle. Infringement incurs a sanction.
According to the rules, there must be contact, but it could fall under the unsportsmanlike behaviour rule?

I would see this as unsportsman like behaviour and a free awarded against the attacker.

Oh no Conor, creating waves DOES NOT warrant unsportsmanlike behaviour! So long as the opponent does not come into contact with the GK, as TMG pointed out, there is NO FOUL. Hope you agree with me.
Samba, as a GK, part of your job is to stay focused and in position. You should try to find a balance between keeping watch on the action and staying afloat. Some GKs use their spare hand to 'paddle' to keep themselves in position. At the same time, they watch play. When they are sure an opponent is about to shoot, they use the spare hand to brace the paddle to keep goal. That's the whole fun and challenge of being a GK anyway!

If someone sits beside a goalkeeper who has their paddle up and deliberitly creates waves to move the goalkeeper, I would consider it the same as physically moving the keeper!!
I agree that it does not contriven the rule book per say, but is it in the spirit of the game???

Doesn't it take a while before you really create waves! If the opponent has the ball and tries to make waves for a while a ref can use the five seconds rule.

Hi all,
I really think this is a concern of utmost unnecessity.
First of all, unless you're the size of an elephant, you really cannot create waves that large to unsettle a GK to the extent that he is not able to balance himself or even capsize. Yes, I agree it's very annoying when waves come from all angles when you have only one tiny palm to fight back with but waves are inevitable when players move around no matter if they're attackers or defenders. Does this mean you'll penalise the opponent on the half way line for creating waves? After all, waves travel and it does not really matter where they come from if they unsettle the GK does it? If we do that, every single player in the entire game will get a card every two secs.
Secondly, if an opponent is allowed to get right next to the GK, have ample time to create waves of that amount and strength enough to unsettle him to a great extent, then I think you should be kicking your defenders in the butt! A case like this should not be happening at all provided your defenders are doing their jobs properly.

Or placing the blade of the paddle in
the line of sight of the ball?
There is no contact so its all legal ;->

To get close enough to block the line of sight would
probably construe a paddle foul ...

Here is my personal opinion. I agree that it does not contriven the rule, when a player is beside the goalie, he should paddlering and it makes waves. I believe that it might move the goalie away from the goal line, but the player hasn't directly contact the goalie. However, I will see it as an unsporting behaviour.

Being a GK myself, I like to attack the opposition goal hard whenever possible. The number of times I have been blown up for paddling in, turning hard and creating a pressure wave that moves the goalie is untrue.
Equally, when the same/similar situation happens to me under the goal, I call out as I would for an illegal kayak tackle.
