in the canoeing regatta just finished at Kuala Lumpur last weekend, i was referee for some canoe polo matchs. i found some mistake or problem with the referee. i think probably a good idea to post it and listen to other referee's suggestions, please let me know ur command.

case 2 (i was referee)
an attacker have a ball in the 6 meter zone. one defender from behind trying to block the ball, but the defender can't control his paddle and the paddle fly over the attacker's head and drop into the water without hitting any player. at that time the attacker was not doing any passing nor shotting.
rule 30.6

the sanction i was given is an yellow card to the defender, and awake a free shot to the attacker.

For a start this kind of question is very hard to give a definitive answer. Photos would help, but still wont give real information on how close something is or what lead up to or following an incident.

In principle, if a ref doesn't like it then they should call a foul.
Generally what you are describing is a careless attempt to block in a difficult position (from behind). The defender lost control and effectively proved they were being dangerous. If that defender were closer to the Attacker would there have been paddle contact on the head ?

If IT IS dangerous, then the ref SHOULD call the foul.
If the ref thinks it MIGHT be dangerous, then they CAN call a foul.

Should it not be a GPS. If the defender was trying to block the ball then I take it the attacker was in the process of shooting. Also if he was trying to block the ball from behind he'd almost definately have to endanger the attacker (his hand) even before he failed to control his paddle (or threw it which is more likely).
