in the canoeing regatta just finished at Kuala Lumpur last weekend, i was referee for some canoe polo matchs. i found some mistake or problem with the referee. i think probably a good idea to post it and listen to other referee's suggestions, please let me know ur command.
case 3 (i was referee)
an attacker shot at the goal inside 6 meters zone, but a defender was trying to block the ball with the paddle. defender can't control his paddle and smash his paddle on the defender's deck, luckly the attacker had release the ball in a split second and wasn't hit by the paddle.
during that time everything happen within half a second. the sanction i was given a goal penatly shot for the attacker.
but after the match i talk to the other referee and player. i think i should issue a yellow card to the defender instead of GPS.

I think both a yellow card and a GPS are in order here.
The GPS for the fact that the attacker was being illegaly tackled by the paddle and the yellow card for the obviously (potentially) dangerous situation caused by the defender. To me that sounded almost like people throwing their paddles around..
BTW: lots of folks who can't control their gear at that tournament ... :-)

I think that was a good call. I would have been in a dilemma had I been in your situation. But after some thought, I reckon a GPS and yellow would be what I would give too.
The paddle hitting the deck of the shooter clearly indicates that illegal use of paddle was being enacted. And by your description, it sure sounds like the shooter probably will not be able to play polo for some time if he was hit. That alone would justify a GPS. As for the yellow card, it would serve as a stern warning to both the player, his team and all others in general to watch where their gear lands and to watch out for all our friends when we're on the pitch.

in fact what my consideration was: the shoter was actually release the ball and the ball hit the goal post, then only the paddle hit the player's deck whithout hitting the player... it's still consider a dangourse use of paddle so that's why i think i should give a card instead of GPS (ball is not in player's hand when the paddle hit the deck.)

This can be very dangerous when people start swinging thier paddles. In a very similar situation I was hit in the face mask by my own player trying to stop a shot. It collapsed my facemask and I ended up needing stitches.
I believe it is very important to stop dangerous paddle use early, it does become a habit otherwise.
