There seem to be various definitions about what constitutes progession under rule 20
My definition would be continuing active propulsion of your kayak which includes turning.
Others seems to interpret prgression as only forward paddling, hence you can stuff the ball under your arm for a bit and "turn" without progressing. ( Interestingly this definition would also allow you to put the ball on your deck and "turn" so why bother with the under arm stuff? )
I believe the former is the intent of the rule, while the latter adds nothing to the game but confusion and room for varied interpretation (was that just a turn or did they go forward..... ).
A definition here would clear this up

I agree with Sean.

The way the rule is currently refereed is inconsistent.

I've reffed players returning from European tours who pop the ball under their arm and off they go - whether turning or moving forward, surely it is all progression?

"progression" is described in The Collins dictionary, amoung other things as
"...progress; advance; improvement; passage; ..."

So, couldn't turning be described as "progressing" as there is an improvement in their over all position, ie facing goal or next pass at a better angle.

But back to reality for a second, what are we trying to prevent here? poor spectacle? (I actually think it looks pretty funnY) unfair play? (is tucking the ball under your arm unfair? you can still only maintain possession for 5secs)

And lastly, how do the rest of the world view it?

Someone once said to me something like: if a player wants to tuck the ball under their arm and paddle, why stop them? They are only disadvantaging themselves
- basically, the ball will travel much more slowly tucked under someones arm than passed up the pool to a team mate.

It might be worth considering the ICf stance on this. :hump:
