Suggest change "include" to "allow / disallow" as appropriate.
In a number of explanations we have the phrases `includes' and `does not include' in reference to both illegal and legal actions. I suggest we `allow' /`disallow'– hopefully avoiding the sort of confusion that arise from constructing double-negative!
To clarify by way of examples: in explaining 1) Jostling (which is a legal action), change para 2 to read: "Jostling does not ALLOW…", and 2) Blocking (which is an illegal action), ), change sentence 2 to read: "Blocking DISALLOWS…"
