Rule Change I oppose - I understand ICF are moving to eliminate Free Throws and only award Free Shots

I think this is only because they can't rationalise a distinction between when each should apply.

I think what we have is simple and faiir, and many infringements don't warrant a Free Shot, so I don't think we should make a change to get rid of Free Throws that some of our recent international players have suggested.

Current rule reads "A Free-Throw will be awarded for a violation or a foul on a player who is not in possession of the ball or who is passing the ball and a Goal-Penalty-Shot or Free-Shot has not been awarded."

It looks like this is trying to comprehensively define when a Free Throw is awarded, but one thing that seems to not be included is what could happen after an illegal subsitution (which can result in a violation and a free throw). Perhaps as a suggestion the rule could say something like:
"A Free-Throw will be awarded for a violation or a foul on a player who is not in possession of the ball or who is passing the ball, or after an illegal substitution, where a Goal-Penalty-Shot or Free-Shot has not been awarded."
