I need advice to arbitrate the games

We have begun to diffuse the sport in our country for one year, first they were the ships, then the places where to play, and for I finish the goals. In this diffusion process we have been presented a new problem and this it is the arbitration, most of we know the rules but we are made very difficult to play and to arbitrate since we are not many those that we practice canoe pole. I would be interested to know like they solved this problem in other nations this problem when they began with the development of the sport.
