"Blocking disallows, BUT IS NOT LIMITED TO, obstructing …"

I prefer the original wording; "Includes" implies there are other situations that constitute illegal play and therefore is sufficient in itself. Also technically, Blocking does not disallow anything. It is the rules that disallow blocking.
