Issue – do we want to promote these

Issue- is it practical?

Do we have the pool time to allow charged time outs? In a number of tournaments we have had a lack of adequate time to even allow for sudden death extra time. Now, we are suggesting a charged time out is appropriate. In my opinion, it isn't relevant because we only have twenty minutes, and even that is split into two ten minute halves. Then there's the fact that we can sub off any time we want, so we can communicate with the coach and get feedback to modify our apporach if we need.

Should we give players the option of charged time outs at all?

I think this idea has merit, but feel it is impractical in terms of available pool time - as Vish mentioned, and also,

Do we want to condition our players to start making requests of the referees during a game?

Shouldn't our players be learning to communicate with their team members under the constraints of a real live game, rather than being able to request an artificial 'reprieve' so that they can discuss/adjust their game plan?

If we have charged time outs, do we need half time???

How does charged time out assist our elite players in the international arena?

At a national league level there would be considerable benefit from having charged time-outs........hence this being allowed at the National League tournaments. The only reason really to advocate this is to reflect the current reality of teams not having off-the water coaches. Most team have on the water coaching staff.

Could you expand on what "considerable benefit" there is for allowing charged time outs at national league level?

Even if you do have an on the water coach - there is always before, after and half time of a game to discuss issues with the current game with the whole team.

Why didn't teams utilise charged time outs much last season?
If players/coaches from last year could comment on this, that would be great.

I think that a Time out facility promotes quality team play by allowing teams to address problems and make tactical changes earlier in the game (i.e.. not waiting for half time). It also assists in developing structured and tactically focused teams.

This is a tough one I think. We used it last year to regain some composure when we were struggling in a game, our coach called it from the sideline and used it to just let our team calm down and refocus. I liked it.

I don't think a charged time out should necessarily be used for questioning the ref though.

Also just a point... it seems we are advocating a faster style of play for spectatorship with the goal line restarts, are charged time outs at cross roads with this???? Effectively slowing the game back down again??

There is also the point of pool time... we often don't have time to allow extra time in the case of a draw. I know in Wellington we are pushed to book more time to take account of time outs.
