How do you decide the standings after all matches in the group had played?

Here's the scenario;

Team A win 2 draw 0 lose 1. Goal Difference= 3. Goal For= 8. Points=8
Team B win 2 draw 0 lose 1. Goal Difference= 3. Goal For= 4. Points=8
Team C win 2 draw 0 lose 1. Goal Difference= 2. Goal For= 8. Points=8
Team D win 0 draw 0 lose 3. Goal Difference= -8. Goal For= 2. Points=3

Team A, B, C share the same points.

Team A & B will share top spot due to same total points & same goal difference.

But HEAD-ON match, Team B win Team A.

-------------------------------------------------------

So which team tops the group?

Team A or Team B?

After points and goal difference, most competitions I've been at would give it to team A as they have a greater "goal for" figure.

Hosts of tournaments often use their own preferred systems, but the ICF rule 13.5 (available at http://tinyurl.com/2mvcbt ) says:
Where two or more teams have gained the same number of points, they shall be ranked in order according to the following procedures:
(a) Goal difference; (Goal difference: Overall Goals Scored minus Overall Goals Conceded) If one team has had a game conceded to them by another team, and a further team on the same points have actually played this conceding team, then both of these results will be discounted for this differentiation.
(b) Total number of Goals scored;
(c) Results of game between the two teams within that group;
(d) Play Off, if possible;
(e) Goal Penalty Shoot Out, if possible.
